A grand overture with three distinct themes: the first opening theme loosely inspired by Elgar's Introduction and Allegro, a second "chorale" theme introduced on the trombones, and a third gentler lyrical melody first played on the flute, of which the first segment gets used throughout the movement and hinted at in different movements. It's in a rough sonata form, though lacking a defined recapitulation.
